You probably hit the nail on the head with the motor. When you engage it, go and feel if the base of the wiper is warming up (the center hub, not the tip). If it is, the motor is probably shot. See if you can clean away any debris and check for any loose connections.
No.# 31 fuse (25A - white colour) placed in the engine bay fuse box / relay plate, is for the front windscreen wipers for an Audi A3 2005 2.0 TDI. See pictures below:
Yes, is the same fuse nr.41 (15A) !
For Audi A3 the fuse box is located on the left side of dashboard behind a plastic cover (for left hand steering wheel vehicle). On inner face of the plastic cover you will find the fuse diagram. The fuse nr.41, (the second fuse from right to left direction, on the second row from bottom to upper direction, on the fuse box), F41 (15A) = Rear screen wash & wipe system !!! Replace blowed fuse with new one and problem will be solved quickly !
