The ignition has a spring inside to return to number 2 on the ignition. also the barrel lock could be worn. the ignition switches are prom to go after awhile as its the most used items contractions get weak, then lock can also go out of sync, were by its not going all the way to contact the switch. if the wiring and the relay are working fine i would think you need to replace these 2. or if you know someone that can rebuild the lock. the switch will need to be removed and new one soldered in.

The Inhibitor relay is more than likely not pulling...If the vehicle is an automatic the selector switch passes battery when in park on a yellow wire to the relay...If a standard the clutch switch passes ground...if manual, relay is called clutch interlock...located under hood...passenger side fender...Automatic...called interlock relay...drivers side fender to the right of air intake...diagram may be to small to read but I'm limited on size...Light Green wire on clutch switch supplies ground when switch is closed pulling relay...Yellow wire off gear selector switch (park) supplies battery to the inhibitor relay...Wish I knew if your vehicle was man. or auto...See if proper batt. or gnd. is present to pull relay...If proper potential is present and the relay does not pull it is defective...Send a comment...

Surely sounds like a low voltage issue. Relays commonly flash between open and closed when the power drops below 10 volts. Also other indicators in your descrp. explain the same. I would suggest giving the battery a good charge. Also if you can get your hands on a multi-meter and verify voltage that would be good. You can get one at walmart for around 10 bucks. Volts DC is what you want. Besides if you get it you'll def find other uses for it. Let me know if you need farther help

I had this problem recently ie no start on key & found bad earth to engine was cause.
Not my AOE but may be a possibility.
Will eliminate if nothing else.

sounds like the terminals at the starter may be bad. thats the sounds you would normally get from a dead battery, but if the batt and terminals are good then check the connection at the starter. if the connection at the starter is good then you probably need a new starter.
