could have electronic steering wheel code .have code retrieve. if your steering is a electronic one. if it with power steering with oil it's different.
Your power steering module, steering assist motor and the steering sensor could all be problems. You will have to have a scan performed to see what the exact problem is. There is no other way.
The power steering aides you in turning the wheel. When the light comes on there is a malfunction and this is why it is hard to turn the wheel, because the steering assistance of the power steering is gone at that time. Turning the car off just temporarily resets the PCM.

Either your steering gear failed or the connection joint between the steering wheel and steering rack input has broken. Since you have turned the wheel around in such a way, the clock spring for the air bag will also need to be replaced or you can have accidental airbag deployment or it can fail to deploy in a wreck.
