Indicates several problems
first is that the scan tool has not got the right protocols for reading the Subaru ECM as there are fuel mixture faults recorded
next check the vacuum hose to the turbo vane actuators and that the vanes are free to move
next check for loose interchanger hoses and holes in the intercooler

SOURCE: how do i bleed my power steering rack on subaru legacy rs turbo

A power steering dosent need bleeding. If you replaced it a week ago and was fine until now then it's not an air problem. Power steering fluid is pumped through the system even when the steering is not being used. Definatly not an airlock problem. Cheer's

SOURCE: I have a 1999 Subaru Legacy B4 twin turbo and the

O2 sensor. 99% of the time it's these. First, however, go to a parts dealer and ask to have the codes reset. Drive it for about 2-3 days. If it comes back on, give it another day, and if still on, have codes reset and replace O2 Sensor(s).

Let me know if I can be of any more assistance.

It sounds like a lack of fuel to the injectors. check the fuel manifold pressure and the regulator. run fault codes to check for faulty sensors.

I have subaru b4 legacy 1999 with twin turbo from Japan and I would like to increase the torque and speed. Where do I start.

hi i would invest in an electronic boost controller, they remove the dead spot in the revs before the big turbo winds in, they are worth a few hundred dollars but are well worth the money. You also have the option of turning up the boost safely a few psi with these but you will love the difference without the dead spot it will seem like a new car to drive. If you do that and want more still i would get a turbo upgrade, ecu upgrade, fuel pump upgrade etc do all that you can before going with the expensive motor rebuild
