Sounds like the computer is not powering the fan relay when the engine reaches 220 degrees. You might want to jumper the temp sensor to see it it will trigger the relay. You may need a scanner to monitor the data signal from the temp sensor. As for the brake warning light, it can be from low brake fluid or the parking brake not being released. Either sensor or switch could have failed.
You need to repair the low coolant condition before any more diagnosis. If the coolant in the radiator is low that's what the light is telling you. You may have a coolant leak. fix that first then make sure the cooling system is full. Use coolant (50/50) not water.
The cooling system shouldn't be losing much coolant.
If you're putting in coolant regularly If you're seeing slick oil in the coolant If you're hearing noise in the engine while driving
You may have a crack in your engine block and your engine isn't being lubricated properly anymore. This will cause noise and leaks, make a motor run really rough and cause rough starting.
I suggest you bring your vehicle in for a coolant system pressure test and a chassis leak check. This should be a free service from any auto shop that wants your money for repairs.
Spark plugs usually degrade your performance slowly and don't make noise while doing it unless in extreme cases.
