I use to have the same exact bike. Mine did the same thing. My problem was in the transmission. In mime it was the teeth of my first and second gear were damaged. The bike was too old to invest the money to fix it.The person who owned it before me had miss shifted alot.I did it once and that put the icing on the cake.
You will need to rebuild the headlight motors. You can buy the headlight motor rebuild kits with full instructions from ZIPS.com or any of the online Corvette restoration parts suppliers.
Corvettes have a gear box on that motor. It has plastic gears in it. You probably have a gear stripped in that gear box, that lets the motor spin free. You can get repair parts to repair it, or replace the whole motor and gear box. Its an easy fix if your handy. Read all the instructions before you start.
