Be very safe when you work with fuel and electricity. Only work with live wires when you are trying to measure their voltage. If fuel leaks then don't work with it until all the fuel vapor is gone. The first to do when you work on a vehicle is to disconnect the negative terminal on the battery.
There must be 12V to the pump for it to pump. If power is to the pump and the pump does not run then the fuel pump and fuel filter need to be replace. If no 12 V is to the pump then you have an electrical problem. Sometimes the pump motor fails or a wire shorts to ground. Either of these can cause a fusable link to blow. If a fusable link is blown you should disconnect the wires to the fuel pump. Next replace the fusable link and if it blows right away then the wires are shorted to ground somewhere. If you now have 12 volts to the wires you disconnected then disconnect the negative terminal of the battery and connect the wires to the pump. With the battery connected and you get fuel pressure then the engine should start. If you get no fuel pressure then the pump needs to be replaced along with the fuel filter.
