This isn't a good idea to do this for safety reasons as the vehicle can be started in gear it is better to replace it if it is faulty, I'm not familiar with the rules & regulations where you are but here in Australia if I done that & caused an accident I would be in more trouble than a pregnant nun......hope this helps......cheers.

I have to move the shifter up and down and press on and release the brake peddle to get it into gear from park

sounds like the neutral safety switch needs to be adjusted, and/ or there are some loose fasteners at the linkage to/from the shifter

Where is the starter relay located on a 1992 olds 88 royale

It's piggybacked on to the starter.
1992 olds 88 royale starter solenoid Google Search

Also, check the neutral safety switch - Put your foot on the brake and put the car in neutral. Then try to start it. If it starts the neutral safety switch is bad. It could be the ignition switch. It could be to starter solenoid. Does it have an inertia switch? They rarely go bad but I have seen it.

I have a 5 speed transmission and my clutch neutral safety switch is going out. can I bypass this switch

well to clear things up, its not a "neutral safety switch", manual vehicles have a clutch safety switch!
And yes you can bypass it, follow the clutch pedal up behind the dash, you'll find the switch. pull the plug and "short" the two connections(of the plug) with a piece of wire.

What makes you say it is "going" bad? Just curious, normally it'll just stop working!

92 olds 88 royale, 3800, wont start after hot, dead key no sound, sometimes starts with a jump, security light not blinking.

Lots of possibilities.
If the alternator was not putting out 14 volts or more when reved up, then the battery could be draining as you drive.
But then you would still get a click from the soleniod, and jumping would work.

My best guess would be dirty battery terminals, since they can rapidly change with chemical reactions. They should be taken off, brushed shiny and greased.

But starters can fail from heat.
Another possibility is a safety switch could be bad, like neutral safety or clutch safety switch. Try neutral instead of park.
And the anti-theft system is also possible.
