Sounds to me like the brake light circuit is interfering with the taillight circuit. My guess is a bad ground connection for the taillight bulb or brake light bulb.
First thing to check is the bulbs. The rear fog lights are the 2 bright red lights (a little brighter than the brake lights) next to the licence plate on the back of the car. They are turned on by pulling the light switch out 1 click when the headlights are on.
It is the LED componet in the taillight, not the bulbs that are replaceable. I had the same problem and only solution is to replace the entire assembly.
