The only way to know if this is covered under warranty is for you to confirm whether your warranty period is still active or not.
Warranty period active; take your car back to the dealer and get the seatbelt recoil fixed.
Warranty period inactive: you have to bear the cost to get the seatbelt recoil fixed orrepaired.

2002 tahoe back seat seatbelt is twisted and won't retract. The bolt holding the paneling on that covers the pulley is stripped and wont come out. Looking for two solutions: how to get that screw

TO get that screw out you need to use a tool that looks like a nail puller and you put it under the screw head to lift while you unscrew it. Once you get to the mechanism for the seatbelt, you should be able to free it because it will he able to have slack and the dogs will loosen up. Be mindful of airbags and seatbelt tensioners that are in that area though

Hi Ann, Try going out to the car now and gently pulling it. If it has not released, take hold of the belt and try pushing it even further into the retracted position. That should unlock it. Regards John

The re-tractor is called an Inertia Reel. There on the side, remove the cover and there is a trigger release on most. If the spring is broken, you will need to replace the reel. Check at a local junk yard for the best price.

Seatbelt won't retract

1)move the plastic cover over the seat belt out of the way to gain access to the two mounting bolts for the seat belt mechanism. Use a 10mm wrench and a 14mm wrench and remove the two bolts holding the seat belt mechanism to the body. Use a small drill bit or small screwdriver and make one hole in the plastic cover on each side of the seat belt mechanism (the covers say "do not remove plastic cover". Spray lots of wd40 in each hole. Then exercise the seat belt. When the mechanism allows the belt to be retracted, retract the belt all the way out and exercise the seat belt. Reinstall mechanism with both mounting screws in original position and put plastic cover back in place. Good luck. New seat belt costs $100.00 from dealer and are hard to find working in junk yards. I have fixed several of them this way.

Rear passenger side seat belt is stuck, and I can't work out how to get to the mechanism without damaging the seat.

If it is a 850 sedan like mine then you'll have to remove the speaker covers and then pull up the rear deck cover, then you can get to the mechanism.
