Re: So i have a 1997 honda accord and the passager light...
There is a fuse that controls just the right (passenger) headlamp. That fuse is located in the fuse panel under the hood of the vehicle in the engine compartment. Below is a diagram of the fuse layout. The fuse you will want to check will be the fuse in the number 2 positon and should be a 20 amp fuse. I hope this helps and good luck.

do you want a guess? Fuses. or the HL relay is bad or the combo HL switch. (headlights)
if this is a hands on, DIY question? and a DMM is in hand (meter)
then see alldata.com
or for free here. http://hondatech.info/downloads/Auto/Manuals/Accord/
low beams dead.
are the parking lamps all working, tail, and side lights and all interior
dimming park lamps, with HL switch set to park position?
it has a belt, not a chain.check under dash .there is a fuel relay module there.90% of the time t6hat is the ****** causing no start.as far as timing belt change every 80 0000 miles.hope it helps!!
I would rule out a bad light connector plug, and then the ground connection. generally you will find a good size wire attached to each side of the headlights which is screwed into the chassis for a ground. when a head light is dim, there is usually something afoul there. i would bet that your husband plugged the wrong type bulb into the socket, that is why it did not come on at all with the new bulb. there are two different head light bulbs, physically they are the same, but electrically they are different so you can easily put the wrong one in either socket. this holds true for the tail lights as well, easy to get them backwards.
if you can not find an obvious problem with the ground or the connector, then a mechanic is going to have to put his hands and eyes on it. this could be a type of problem where a high dollar dealer service department might be a better choice than a low dollar garage. if this is a common problem the dealer could fix it in a snap and there may even be a recall on the light fixture.
Check the wire circuit for voltage and ground. The top wire is voltage, you can see the wire color, use a test lite, with lights on. The bottom black wire is ground for low beams, chassis ground. You can use test light to check ground, With test light touching voltage, touch ground wire terminal, if the light comes on, at least, the ground is good enough to lite the test light.
Dim lamps are ususally caused by a bad ground, however, first things first, have you replaced any tail light or signal bulbs lately? if so, there's your culprit - the wrong bulb or incorrectly installed, - otherwise, it is either a bad ground (Wiring diagram) or a bad lighting control module.
Looks as though you have earthing problems.
I would make sure that the earthing is O.K on flasher and brake.
You would then find your symptom disappear.
