Try replacing the brake light switch under the brake pedal. If the other lights are working it is not the fuse. If this does not fix it then the problem is most likely a short in the brake light switch wires.
Power for the brake lights travel thru a light failure sensor which could have failed. The third brake light does not involve the sensor. If both brake light bulbs have no voltage, the sensor may have failed.
it sounds like a ground problem...sounds like the ground is trying to go through the bulbs to make connection....check all ground wires battery, engine and rear frame...
Do you know if the brake light bulbs are working? (are the bulbs good?). (the bulbs have two parts, one for brake lights the other for running lights) If the third brake light bulb is working the brake lights should be with good light bulbs.
