The brake pedal on 2002 jetta doesnt seem to be recognized by the rest of the car, the car wont shift out of park and the tail lights wont go on at all. Is it just a fuse?

Not a fuse, I would run the issue past a VW parts desk guy, found at a VW dealership, and buy a new brake light switch unless he advises you otherwise. Dealerships have info on recalls, tech bulletins, and just watching parts sales over the years helps identify common problems.
If you can buy fuel for it, you can buy a service manual on CD, will come in handy on this and many other issues.

Aug 10, 2006 - i was driving into my apartment complex, and i put my car in park ... He checked the shift lock, fuses, brake light switch, computer stuff ... Automatic ShifterStuck in Park, waldo358, Volkswagen Passat, 1, 12-27-2007 05:23 PM.
The shifter release solenoid is activated by the brake light switch. Check to see if the brake lights are working when you press the brake pedal. If not, that may be the reason why the shifter won't come out of park. You may need to replace or adjust the brake light switch. (It's located at the top of the brake pedal arm).
The shift lock is powered through the brake switch, which is located on the brake pedal under the dash near the firewall. In order to shift out of Park, the brake pedal must be depressed, closing the circuit to the shift solenoid AND the brake lights through the brake relay. I'd suggest replacing the brake switch.
sounds like you have a bad brkae light switch, which is located on the brake pedal assembly. a bad switch will not let you shift out of park and you will not have any brake lights as the car does not recognize that the pedal is being pushed and brakes engaged. easy to replace switch if you are handy, if not this is a inexpensive repair at any mechanic. hope this was helpful is so please rate 4 thumbs.
check your brake lights also, if none then you need to repair the wire that connects to the brake light switch at the brake pedal.....and or replace the brake light switch
safety switch on brake pedal. common cause is a wire breaking off. there are 1 to 2 wires going to this switch. It is located on the brake pedal bracket above the foot pad.
sounds like brake shift interlock is not sensing brake pedal apply so it can activate solenoid to allow shft from park.
Check bulb socket and replace if bulb ok
