Changed carpet, put everything back in the car, wires hooked up and now my seat belt light comes on. Disconnected battery to reset, didn't work. Turn key light comes on for a second then goes out for a second and then stays on. Is it a code being held and what to do?

You can reset the Airbag ECU only using VAG or similar diagnostic equipment connected to the data link connector of the car, even you had repaired first fault wires cut under seat! After all faults erasing from the Airbag ECU the airbag warning light will turn OFF.
slide the seat right forward and undo the two bolts in the slider then slide right back and undo the front twothen lift it out.when you put it back make sure the bolts are tight....
I just solved the problem for a stuck rear center seat belt in my 2002 Jetta.
Flip the base seat cushion forward against the front seat backs. Trace down along the belt to its tether point on the floor. The belt is sewn around a steel loop. The loop is anchored to a black steel hook. A thin silvery retainer plate is spring tensioned on top of the loop to prevent it from sliding off of the hook when the seat back is folded.
Therefore, you need to press the silvery retainer plate away from the hook (push up) to allow the loop to be slid from the hook. The belt was tight with the seat back in the upright position, so it was necessary to fold the seat back forward to create slack in the belt. Now push the belt loop towards the trunk and slide it off of the end of the hook (only possible with the retainer plate pushed up out of the way).
Now with total release of tension on the system via the bottom end of the seat belt being untethered and with the seat back returned to the upright position, normal extension and retraction of the belt will be reestablished. Next, simply extend the seat belt and slide the loop back into place over the floor hook. It snaps past the silvery retainer plate without all the effort required to hold the plate up during removal of the loop during disassembly.
Check again, the seat belt should be extending and retracting properly. Now just put the seat cushion back into regular position and you will be able to safely buckle up three people across the back seat.
It took about as long to do this repair as it has taken to post this answer to the problem. Note, the seat belt safety mechanism only allows normal extension and retraction of the belt when the seat back is upright.
the computer probably just needs reset because the seat belt warning feedback is tied in to airbag system. try disconnecting the neg battery terminal for about 5 min
look to see if you can adjust your seat belt pretensioner to better suit your height. look at the top of your seat belt- ( driver's side up and to the left of your left shoulder ) and see that you can very easily slide up or down your seat belt pretensioner. you are actually supposed to do this and even redo it if you ever readjustt your seat up or down or forward or backwards. believe it or not, your safety airbag light will come on automatically until you adjust your seat belt pretenioner in a way that the sensors read your seat belt to be safely set. naturally, if someone else drives the car he or she might have to readjust the seat belt pretensioner for the sensors to read them as being safely put. do this and the airbag warning light should go out.
just make sure u have nothing an the passager seat becuse any weight on that seat the car thnks there is someone sitting there with no seatbelt on ( no handbags left on the seat) if this is whats worng just plug in the other seat belt. if this is not whats wrong look under the seat and there is two wires comeing from the seat bel buckle disconconect them or join them one or the other will work ( be careful not to touch the air bag wires located in the middle of the seat in yollow plug)
I pulled the codes off and reset them. It looks like the codes were the issue. After that no problems.
