Hello and welcome to FixYa!

You may just have system failure and I strongly suggest that you remove the positive battery connector and let it sit for at least 5mins. before reconnecting it. This will reset the electrical system and can get your vehicle back to it's normal operation.
Hope this helps and thank you for using FixYa! Have a good one!

I have 2006 ford mustang and wen i turn my higth beams my low beam go out

It is most likely your "multi-swich" in the steering column--the only "fix" that I know of is a new switch, and they can be rather expensive, depending on the sterring column. This can be a medium to complex type of fix for a DIYer with the right tools. You have to be VERY careful with the Air Bag--it will go off if you do not disconnect it!!

Heather blower fan is not working on the dash swich but the swich got power i bypass it at the moter on a regular on and off swich to the batery

The blower motor is drawing to much power and has blown the resistor. As the motor build up too much resistance it will do that. That is due to the motor brushes and bearing failure. The impeller should turn freely. Sure it will work with direct power, but you do have a faulty motor. You need to replace the resistor and the motor at the same time to return it to normal operation.

Burns 2 qts of oil every 200-300 miles and overheats. Fan seems to be low powered

Sounds like valve stem seals are shot or oil rings. Fan is run by a relay swich is sent a signal from the ecm which gets it signal from the temp control switch.
