I have a 1999 Oldsmobile Alero that has the 3.4 liter in it. When I start it up at night, the dash lights or cluster panel will not come on. Then when I turn my head lights on, the radio light goes really dim. The radio will still work, but I just cant see what station ot track I am on, or even what the time is. I have been thinking that it is a ground wire for the panel, but i'm not real sure.

Take to an Auto Zone store or other store that gives free code scan check. Some auto makers put built in alarms into the ECM to be reset by manufacture, now outlawed practice.
ticking noise in dash could be faulty bcm or body control module.it could be going bad.have car code scan to see if the bcm theft security system has trouble code.
They probably took the bulb out or it is burnt out. I would check the bulb. The dash light is supposed to light every time the car is started. It is called a bulb check.
fuel shutoff switch is actually a fuel pump relay in the relay box under the hood, but it is not unusual for a fuel pump to work on and off before it finally dies. but it is a good idea to check the relay first.
try swapping it with the horn relay (if the horn works). pay attention to the direction the relay is in. on GM's, it's possible to put them in backward or even miss the connectors completely.
you also want to check for proper power and ground in the relay socket.

Remove the left side bolt from the hazard warning switch through the instrument panel cluster pocketRemove the right side and center lower bolts from the hazard warning switch through the center air louver deflector pocket. Reposition the hazard warning switch from the instrument panel to access the electrical connector. Disconnect the electrical connectors from the hazard warning switch. Remove the hazard warning switch from instrument panel. INSTALLATION PROCEDURE Connect the electrical connectors to the hazard warning switch. Position the hazard warning switch to the mounting points in the instrument panel. NOTE: Refer to Fastener Notice in Service Precautions. Install the left side bolt to the hazard warning switch through the instrument panel cluster pocket. Tighten Tighten the left side hazard warning switch bolt to 3 N.m (27 lb in) . Install the right side and center lower bolts to the hazard warning switch through the center air louver deflector pocket. Tighten Tighten the left side hazard warning switch bolt to 3 N.m (27 lb in) . Install the hazard warning switch bezel to the instrument panel pressing into place until fully seated. Install the instrument panel cluster. Install the center air louver deflector. Refer to Air Deflector Louver Replacement - Center Vent.
Could be lose connection on the back of the instrument cluster ,which means you would need to pull it out of the vehicle . Check pin fit to instrument cluster . for the B+ voltage suppy an ground connection's .
You said autozone - Tried to have auto zone diagnose from inside the car, came up with no codes. That's in the PCM - engine computer . There scan tool will not communicate with the instrument cluster ,which is also a computer in it's self. Need a factory scan tool to check instrument cluster.

Perform the Speed Gauge Sweep Test.

With a scan tool select the instrument panel cluster, data display, gear status.
Monitor the gear range status.
Move the gear lever through each gear.
Does the scan tool display the correct gear selected?
Your best bet , take it to a qualified repair shop .
