Hi, those are essentially shorting bars to connect rows on the hot buss. You need to check the individual fuses to find the draw. Please see my tip at http://www.fixya.com/cars/r5925550-dead_battery_troubleshooting . These are genericinstructions.

My new battery will drain dead if car sits for 24 hrs. I hear a faint hum behind the glove box. It stops when I pull the p/conn fuse, then bat. will be ok. It's a 2005 Hyundai Tuscon.

You most likely have a short circuit that needs to be located and repaired, since something is draining the battery faster than its normal reserve capacity can handle.

You'll need to obtain a wiring diagram that details which components are included in the 30A p/conn circuit, and then you can unplug each component one-by-one (or pull their fuse), until the excess current drain is gone.

You'll also need a multimeter to measure voltage/current/resistance as needed. If you'd like assistance or need a diagram, feel free to let me know and I'll help out.

Tucson 2007 car needed boost now radio wont turn on

With your key in the ignition, do not turn it, open the fuse panel by the drivers side door, pull out the 30amp P/CONN fuse at the very bottom (mine was in a weird yellow casing) then plug it back in. The disk drive of the radio should make a noise. Now start your Tuscon and turn on your radio.
