The PCM /ECM won't energize the fuel pump relay while cranking the the engine ,unless it get's rpm signal from the crank sensor . Is there spark at the plug wires ?
Turn the key on , the fuel pump is computer controlled . The PCM - engine computer will energize the fuel pump relay for two seconds when you first turn the key on ! This primes the fuel system ! disconnect all fuel lines, vacuum lines, electrical connections at the fuel tank. disconnect the fuel filler tube, then support the fuel tank as it will be heavy, unbolt the fuel tank straps and lower the fuel tank. clean the top of the tank so no dirt falls into the tank. undo the tank unit lock ring and remove the tank unit(fuel pump assembly).
I'm not familiar with that particular vehicle, but most diesel systems have a primer under the hood. You will need to pump that slowly until you feel some resistance. That will push fuel to the engine. The other pump may not be able to push fuel through until the system is primed.
If that doesn't get you running I would suspect a clogged fuel filter. Most Dodge vehicles have one on the frame. Just follow the fuel lines until you find it. There may also be one attached to the pump primer.
Changing that filter would my next action. Whether the pump is in the tank or added on outside the tank, you may still need to prime the system after the filter is replaced. Air in the line may cause it to stall, just reprime and start again.
No, you don't have to prime the fuel pump. I would check or replace the fuel filter first.
If filter is ok, then you probably have a bad fuel pump or restricted fuel line from the pump.

fuel pump relay or fuel pump. check power fuel tank for a three second prime. if power, then replace pump. if no power, check fuses and power to relay.
To replace the fuel filter lower tank a little bit to unclip filter line from pump . Then remove
small bolt that holds filter in place then unclip from fuel line..
Its normal for the pump to run for three seconds then shut off if the car engine is off. . This indicates that the fuel pump turned on and the pressure did reach specifications. If the pump did not reach pressure the pump would continue to run, You need to check for proper pressure with a gauge. If tthe pressure is ok then you have another issue like an ignition module or crank sensor if applicable. You may have to drive the car with the fuel gauge hooked up to see if you still have pressure when it dies.. I know you said you replaced the pump already but do you have the same issues as before you replaced it. This would indicate which direction you need to go now. If the same then its prabably not the pump.
