My 1998 B2500TD has started loosing/using excessive coolant on both local (4 litres a week) and long distance (1 litre/100km) journeys. There is no sign of leakage, temp remains normal, no sign of water in the oil and only white smoke whilst getting to normal temp.

Probably the start of a head gasket breech. You can buy a block tester at your local parts store for thirty to forty dollars. Follow the insructions in the box, and it will detect exhaust gasses in your coolant. this is a pretty sure way to detect a combustion to cooling system breech. The cat converter may be masking the white smoke from the coolant once it reaches temp.

Do you smell antifreeze in the interior? It may be a leak in the heater core system. Does the engine run rough? Then it is a head gasket, if so, you should see more white exhaust than usual.

You would fill up the vehicle, then divide the mileage traveled by the amount of fuel it took to fill the tank again.
So assuming you filled the tank each time, you would divide 609km by 100.4 ltr which is .1648 or 16.49 L/100km
Thats about 40 mpg.

That fuel consumption is a bit heavy, but not excessive, depending on the driving conditions. In heavy traffic and slow town driving with a lot of stop starts it would be acceptable but on the open road in 2 wheel mode it would be excessive. Kia do not seem to manage much better than about 8-10 l/100km, even on their sedans.

According to the book:

City Driving: 7.65 km / Litre (13L/100km)
Highway Driving: 11.48 km / Litre (8.71L/100km)
Combined Driving: 8.93 km /Litre (11.2L/100km)

I have a 1998 jeep cherokee classic with 4 litre 6 it just developed a coolant leak in the front center of the engine pulley for water pump has a little play in it and i cant tell if its the water pump...

It sounds like your water pump is going out. Water pumps have a weep hole on them and when the seal is going out it will start leaking. Also you shouldn't have any play on the pulley.
