What exactly do you mean by everything ese works?
Do you have directionals indicating on the instument panel?
do you have front signals and no rear or vice versa or do you not have any directionals and no emergency flashers?

If you do not have any type of flasher you need to replace the flasher relay in the fuse panel.
If you have emergency flashers and your front signal work but rear do not the primary culprit may be the integrated circuit board that are attached to the composite tail lenses. You can buy the circuit board portion seperate from the tail lense and at a cheaper rate than buying the whole unit. Dealers try to sell the unit as a whole so you might want to pursue other avenues first..

Flashing lights

See if any garages or auto parts stores will do an error code check. O'Reillys in my town does it for free and usually takes less than 15 minutes. One of the sensors seems to be getting a bad reading and the error code will tell you which one.

Pass. side trailer turn and brake lights out 1999 ford explorer

if your vehicle lights are working all the fuses will be good. follow the cable from the towing socket on your vehicle , it will most likely go behind one of the rear lights to connect into your cars system,
check your tester where the cables join and you should find the problem. hope this helps.

Where is the flasher for the turn signals in a 1999 ford explorer

The 2 fuses are no 10 (7.5amp) and no 21(15amp) in the interior fuse panel.The flasher is located on the base of steering column under dash. See this this pic find connector c214 on bottom 3rd from right.

It is behind center of instrument cluster just above the accel pedal in the blower/flasher relay block,it is actually a relay on this vehicle.

1999 Ford Explorer Turn Signals do not always work.

it is the turn signal flasher that is bad, it is a solid state electronic flasher, the old ones where mechanical and either worked or not, the solid state ones can work and then stop, see it allot, the flasher is a small plastic square, like a relay but a little bigger, it is under the dash to the rear of the dash (closer to the firewall) on the left of driver, points down.
