It may be a wiring connector from front to rear wiring but......Have you checked the bulbs?Could be the brake light filaments have burnt in the bulbs.Also 4way flasher switch could be defective.
Check the brake fuse in your dash's fusebox. Since the turns work, you know the bulbs are good, unless your Neon has separate brake lights. If the fuse is good, bulbs are good, then check for power at the brake light switch on the upper portion of the brake pedal. Should have 12 volts there all the time. Use a testlight or voltmeter to check. Good luck.
If both tail lights are not working it is likely to be a fuse or bad connection under the hood or a connector at the back see if you can trace the wires to a connector and see if it is dirlty or corroded.
check the bulbs they are a duel fillament bulb possibly have wrong bulb or one side is burnded out. if I remeber correctly the part No#3157 it should be stamped on base of bulb these should be the 2 top bulbs.the lower reverse light is a single fillament part No#3156 also check the sockets and plugs for a good connecton.
u have to twist the harnes that keps the bulb in and ull be able to remove the bulb ... the tail lights u have to remove the platic caps and the break light panels have to come out hope this helps
