Cruise control not working
as it an automatic and one of the sensor for the cruise control is the VSS then I would be suspecting that there is a problem in the overdrive of the transmission -could be harness connections , TCM
cruises control need these items to operate
brake witch to be operational-- touching the brakes cancels the cruise control
VSS to be operational , --reports the speed of the vehicle so that the cruise controlled speed can be maintained
tachometer to be operational --- will shut the cc of if there is a speed limiter involved
gear position switch to be operational ECM to be operational
if any one item has a break in circuit , the cruise control will turn off
could be as simple as a bad ground connection for the ground wire from the battery
Engine pulses/revs occasionally at stop lights
That's some mileage you've got on the car. It has obviously been well maintained?
Car engines do surge, Deb. Next time you stand next to a bus or truck just listen to the sound of the engine .. an occasional surge and change in the engine note.
It doesn't sound as if you have anything to worry about

do it yourself and stuff the job
take it to an accredited body shop and have it done professionally and nobody will know that it was rusted
make sure that they used good metal to replace the rust and not body bog as many do
Noise sounds like a belt, only makes it in park, neutral and drive
Squealing noises are either
* a worn or loose belt. replace the belt.
* an A/C belt idler bearing. Replace belt and idler.
* alternator bearing: replace the alternator.
* timing belt idler bearing(s). Replace the timing belt and all bearings (there's a full kit for this).
