they make a rear view mirror adhesive kit at most auto parts stores. step 1 mark original spot of mirror on the outside of windshield. step 2 clean old glue off with single edge razor blade carefully. step 3 use primer on windshield and mirror mount let dry for 5 minutes.
step 4 place a drop of adhesive on mirror mount and hold in position for at least 1 minute
step 5 do not istall mirror bacl on mount for at least 24 hours

As of this morning, the outside air temperature was indicating correctly. I suspect that washing the car using high pressure spray near the grill somehow caused the sensor to malfunction until it dried out.
