I've checked the wiring diagram for your vehicle and the fuses are in the under hood fuse and relay center located on the left side of the engine compartment, the interior fuse block is on the left of the steering wheel However I think your problem is bulbs what happens is that one low beam burns out and you don't notice so when the other goes out it appears they both went out at the same time. The same fuse powers high and low beam so if the high beams work the fuses are good. I hope this helps. Take care.

If it's water and not anti-freeze your A/C evaporator drain is plugged, look below where the A/C pipes go into the car there should be a rubber like tube sticking out, you may have to get under the car but push a wire into the tube and work it around until water runs out. I hope this helps. Take care.

I have a similar system in my Matrix. It did not do anything too. (It seems to share a fuse with the two 12V power outlets situated in the boot and in the centre console). The fuse is 15Amps and is located in the fuse box next to the steering wheel on my car, behind a small coin drawer. You have to pull the drawer off to see the fuses behind. My was fuse holder, separate from all the other fuses in there. It looks like an after market thing just shoved in there on two wires. Replacing that fuse might help, and if the power sockets don't work it might make them work too. Good luck, (despite changing the fuse, my dvd player still sits not work).
