My battery cable is completed
Depends on what cable is fried, but splicing large cables carrying a lot of current is not usually a good idea unless it is unavoidable. Improper splicing and corrosion over time can cause resistance at the splice, and a voltage drop over a splice can compromise operation of the car and cause the cable to overheat and become a fire hazard. However, if done properly and other wires in the harness are not damaged, it might be an option.
2006 Toyota Sienna Fan Runs When Engine Is Off
When you say FAN I presume you mean radiator fan. This will run if it thinks the engine is very hot. You may have noticed on a hot day the fan will carry on even when you take the keys out. In this case it could be the thermostat for the fan thinks it's too hot.

How do I get my
Lift the hatch open, usually that nut would be covered by upholstery. Find the U shape cut-out on the carpet, flip it open and the nut is there (true for 2000 Sienna CE). Unscrew and the spare would slowly drop to the ground then you would unhook and free the metal holder from the middle of the spare once the metal cable is lose enough.

a loose fuel cap will upset the system but basically all of the faults point to a purge valve and wiring problem
