When my toyota camry 2004 is driving it act like it wants to slow down then it picks back up speed
So the check engine light doesnt necessarily have anything to do with oil. The light comes on when the computer sees that something is going wrong, but it could be a hundred different things. Take the car to an autozone and have them pull the codes for the car, then report back what the code numbers are and we can go from there. Without knowing the codes, I can only guess that your engine is missing because your spark plugs are fouled ( just change them; not expensive) or you dont have enough air coming in, causing the engine to flood. It could also be a fuel hangup but this is less likely. When you visit autozone for the codes, go ahead and pick up some spark plugs and wires and change them ( you can definitely do this yourself if you have ae rachet set with an extension. If not, buy one because they really come in handy!)

i expect the cam on the mechanism has worn , try spraying some wd40 or similar into the side runners/hinging point if visable, you can try pushing against the roof from the outside whilst holding down the button , that may get it closed , you may have to replace some of the mechanism if lubricating the runners etc does help

The best thing to do is to have the car's computer scanned for trouble codes which will identify where the problem is. Auto Zone and Advance Auto will do a scan and tell you what the codes are.

It is oil smoke. The most common causes are worn valve guide seals, a faulty PCV valve, or, worn or broken oil control rings on the pistons. Only 1 or 2 cylinders need be at fault.
Check the PCV valve for fouling. Have a compression test done. If readings are low or irregular, pour a few ccs of engine oil into the suspect cylinders thru the plug holes. If compression readings then improve, it is probably the rings at fault.
Less common causes are worn big end bearings spraying excessive oil up the cylinder walls, or a leak from the head gasket, oil to cylinder.
