I have a 1999 toyota and my mg clt relay switch is
relay should be under hood in a black relay box. if ac light is not coming on then the ac fuse could be blown and it is usually in right kick panel or behind glove box also check left side fuse block behind the cover next to steering wheel that pulls out and at left kick panel

Look in the driver's manual for the fuse location and replace it, Some times the fuse is not in the fuse box, but inline on the cable to the radio.

Sounds like a sticky throttle if you can't keep idle. It won't hurt to try.... you can try a quick cheap trick by spraying a little carbon remover (buy at any auto store i.e. autozone, oreiley's) inside the throttle, open the valve, spray just small amount, close it back up and rev it a few times and repeat. It removes the carbon film after long use. fixed my idle issue in my cars. If its really bad you might have to clean it thoroughly but i highly doubt you have to do that.

it may be that the clutch start switch positive wire is shorted out to a ground, try to bypass the switch and see if the fuse stops blowing, if it does get an ohm meter and check each wire to ground, only the white black wire is grounded.
