Windshield washer won't flow
it's blocked try opening it with a fine sewing needle, or a very thin piece of steel wire (the kind they use for monastery work).
Please let me know at what speed should i shift
it's nothing to do with speed, you have to shift with engine revs, get used to the engine noise, it will tell you by itself when it wants to shift, to help you when it's sounds straining from high revs that is bad, but don't shift when revs are too low either, usually is between 2.5k or 3k that is the best but cars differ from one another so it's about trial and error.
The horn is not working over an year and half and changed the relay what next??t
Should have a fuse box under drivers side dash and a fuse box under the hood. I think the horn fuse is under the dash on drivers side. usually 10 amp. I would get a test light and a friend and have the friend push the horn while i held the test light on the horn connector wires. It has two wires a voltage and a ground. If fuse is good but still no power at the horn then check the switch in the steering wheel. You could have a bad "clock spring" or steering wheel switch.
I have oil in my water (radiator)
If you have oil in your coolant, check if the car is not overheating, check as well if there is no grey particules in your oil, all symptoms would be damaged head gasket or at worst cracked engine block or cylinder head.
