Wont start nothing happens new battery
1. Make sure your battery is fully charged.
2. Check connections from battery to starter relay.
3. Make sure you have voltage going to the start side (small wire) of the relay with the key in the "start" position.
4. If you don't have voltage going to the start side of the relay (small wire) with key in the start positon, then your starter switch is faulty (under dash usually mounted on top of steering column).
5. If you have voltage to the start side of the relay (small wire) with key in start position, and it don't click when trying to start your car, then the starter relay is bad.
6. If your starter relay clicks, but engine don't turn over, then the starter is faulty.
If you think its the starter switch here is a picture of one uninstalled:
it should be on the upper side of steering column, and you must lower it by removing the mounting bolts that are directly under the column and lowering it down.

Gas milage and idle rpm
new engine might already be experiencing "blow-by".search for a manual and check compression values. then have a mechanic perform a compression test on your engine. if result is much lower than expected, then try replacing piston rings, valve guides, and valve seals

Previa Heater Problem
Previa heaters are usually ultra-reliable.
So, regarding your question, the only reason for the temp gauge to drop down with the heater on is the thermostat is sticking open, or you have a lower than recommended thermostat installed. The factory thermostat is a 192 degree F/89 degrees C stat. Down your way, a lot of the parts places vend the "summer" thermostats, and I suspect that this is your problem.
Look to see what the temp degrees that are printed on the stat. Should be 192 F or 89 C. The "summer" stats are 185 F/ 85 C. Also, make sure that your stat has a small "wiggle valve", some aftermarket stats do not have this. Very important. Install the stat with the "wiggle valve" pointing straight up/12 o'clock...
Regarding your trans dropping out od OD, this is because the coolant temp is dropping below 172 degrees F. This is the threshold for the OD to engage. Below 172/no OD engagement.

Oil around the spark plugs
This is likely your spark plug tube seals. They come with valve cover gaskets because you will need to replace both in a job. You should also probably replace the spark plugs themselves, as the ends are probably fouled. If you are interested in doing this job yourself, I would suggest going down to your auto parts store of choice and purchasing a repair manual for your car. Haynes is the book of choice, typically. It will show you pictures of the valve cover being removed.
