89 Tercel not startup problem
Has the 1989 starter ever been changed? To test the solenoid, use a jumper(14 Ga. wire with alligator clip at both ends). Connect one clip to + terminal (Large wire from the battery) on the starter. Do not let the other clip come into contact with anything , at this point power is present at the other clip and arcing will occur. Be careful. Disconnect small wire(usually a Black wire with white stripe) from the solenoid and move it to the side. Make sure the Transmission is in neutral and E-brake is applied to prevent runaway. Now turn ignition switch to On position. Next, touch the loose end of your jumper(clip) to the tab on the solenoid where the small black wire was unplugged from. If the starter is good, it should spin the engine and run. Nippon-Denso and Hitachi starters are prone to low voltage at the small wire(Black with White strip). If the starter does not spin with the jumper, starter must be replaced. If the jumper works, then disconnect the jumper wire and plug the small wire back to the starter. Keep the jumper in the car for future no-start conditions.

Hopefully, you've found out two years later. I still have the original 1989 toyota tercel. The horn are these two weird little triangles on both sides of the wheel. You press it with your thumb. LOL
Signal lights won't blink
The relay is bad, look in your manual for location and unplug and replace. Advance auto should have it.
I have 1989 toyota tercel.The alternator will run
Check the charging rate of the car's electrical system....it should read at idling 14volts.If its not or is just reading 12volts or low means the alternator is not charging, Replace the alternator and get the old battery charged or if its more thn 17months old replace it.

It seems that you determined that you have no spark. You said that you replaced the spark plug wires and leads. Are you sure that you have spark now? I'm assuming so since you bought a carburetor. If not you should first verify spark, then try starter fluid again and let us know how it goes. If it is a carb issue, the starter fluid should help. I don't know the details of what happened when it rained, but you made a point of mentioning it. Is it possible that the gas in the fuel tank is contaminated with water? You can buy products that treat fuel and absorb water to deal with this (cheaply too). Hope some of these ideas are of use. I don't know what the restock fee is but I certainly wouldn't put a lot of money into the car. Good luck!
No brakes when engine is on
Suggest either brake servo failed or one of the hoses to it.
Cover seams and joins with washing up liquid (small brush). Run car, use brake..if fault there will produce noticeable bubbles......

Puede ser problema del cable-Revisa la bujia-Tambien debes revisar si das chispa afuera con otra bujia haciendo tierra-Puede ser problemas de la tapa del distribuidor- Otra detalle puedes verificar el toma del inyector en ese cilindro o tambien puede ser el inyector prueba todo eso antes de incurrir en gastos.gracias buena suerte
