I have a 1988 Toyota Celica, after a snow storm and few really cold days(-53c with wind chill) I had tried to drive it but it suddenly would not shift our of reverse I believe it maybe be the cables

this a STICK shift. a manual transmission..... clear. way up north and -53C is -13c more than car was designed to handle. H3LL even gasoline fails to evaporate at that temp. would not shift..??? does would not mean, the lever is stuck (iced) or it lever does move but the transmission fails to leave, reverse. 2 different things. and you can open the hood and see if the tranny shifter linkage does move in direct relation ships to the shift lever. the gear shift is cable linked to to the gear box. on most M/T they must move, or is seized. sure it can seize at -53C sure..... just look at it and see that. if the lever moves, and the cable just bends. then the tranny is just stuck , frozen. just a little moisture and bam stuck. at shifter, cable or trans. id keep a propane torch in car there. sure would and use a heater garage at home. sure would. my ASE friend in Alaska, does heavy equipment, He flies to work in his private plane every day,,,, and some times, they never turn it off. the engines. and on some spray the whole lower engine and trans with foam rubber so the engine can retain heat. endless stories from him on topic. my i recommend any ASE mech that can help there. find one and ask him what he'd do, and do it.

88 Celica has no heat. AC works fine. Any ideas

the a-c and heater run on 2 different systems the heater needs coolant going thru the heater core to make heat by blowing air through it and the a-c uses it's own sealed system to cool the air so if you have no heat / it has nothing to do with the a-c working or not . first thing you do is check the cooling system like rad and coolant levels . you will have heater core hoses running from the engine to the firewall going to the heatercore . grab the heater core hose and feel if it's hot . if your hoses are hot then the heater core is bad or the blending doors are stuck .
