Toyota 4runner washer fluid does not come out
Open the hood and listen when some helper operated the "squirters". You should hear a high-pitch whine that the washer pump makes. No noise? Bad pump or bad wiring or corrosion at the terminals of the pump. Noise heard? Hoses are plugged up.OR the hose fell off the bottle and the bottle is empty. You can use a small wire from a wire brush to un plug the squirt nozzles on the hood.Use pliers to feed the wire into the nozzles-you may poke your finger(sharp!). Un plug the hoses that lead to the hood and apply air pressure to the hose from the windshield washer bottle. Washer fluid is not toxic in small doses.

If the vehicle is fuel injected, its not adjustable, and is computer managed.
If the vehicle is equipped with carb, then adjust the screw on the throttle body, until it runs right.
The alarm on my 4runner went off and now won't arm again
Your alarm went off because something triggered it. Most likely you have a failing door closer sensor. Depending on the year this could be a stand alone sensor in the door jamb, or part of the latch assembly. You could also havea hood latch doing the same thing. Diagnosis can vbe difficult if you are unfamiliar with the system
How to fix my air/heat
have not heard of this happening in that order before. it is possible that water reached inside the dash and played havic on your dash controls or switch over module. simply put your door from heat to ac and fresh air is not working. try removing your glove box and look on top of your hvac box while switching your controls from heat to cold. you should be able to see the door moduel operate. if not more than likely it, bad.

id you know what the problem is then it will be easy to fix - google for the information and if you dont know the problem then you will have to have the vehicle tested
