what second opinion... you have confirmed basically that it is indeed the starter. remove it and replace it you should be fine.

replace with a new ignition cylinder. The tumblers inside your old one has been bent out of shape from age causing this problem. I am a certified locksmith knowing this is a common problem

Remove the negative cable end from the battery. Remove the positive cable end from the battery. Remove the hold down bolt from the front of the battery hold down. Loosen the rear battery hold down nut and remove the battery hold down. Remove the battery. Reverse this order to reinstall. The fans have there own temp control switch. This switch is electrically controlled. Find it and check for bad wires then check power. And ground then unplug the fan that's not working disconnect the battery. Now use the car battery and jump to the wires for the fan your checking to see if the fan motor works. If all checks out you need to replace the temperature control switch for that fan.

A common problem for egr failures are the modulator valves, the valve is attached directly to the egr valve, it's a round plastic housing with three vacuum lines on it, try replacing this valve.
