My car wont start

Car no start problem is sometimes very difficult to confirm. You try all the possible things, but still you get no fault and problem is still the same.--------
In that case, you need to check few things individually.
Check the spark, the battery, the crank, the fuel and other most possible parts. Click this link below for more details:-- http://howtobyme.blogspot.com/2011/10/car-troubleshooting-tips.html

I have a 2000 daewoo nubira... I think that the

White stuff in the water is most likely oil. To test the head gasket, fill the radiator right up to the neck, leave the cap off. warm up the engine untill the top hose gets warm. Then look for bubbles in the radiator, keep it topped right up to the filler top. Continuous bubbles mean a faulty head gasket.
Antifreeze goes in the radiator.

Timing Belt Tensioner bolt broken off.

You may have a serious problem (timing belt tensioner). This tensioner keeps the belt 'taut' so it won't jump time. Daewoo engines are 'interferrence' engines (this means if the valve timing is 'off' (out of syncronization) you can damage/bend the valves in the head -- valve timing (timing belt ensures this). The solution is to take the vehicle into the shop and have it diagnosed to be sure/to know if any damage has occured -- if none, replace the tensioner... it's pretty simple to do, if you have the service manual.

Code 440 and 1792

this obd2 trouble code table can help you understand the meaning of code,
and for p0440, you can try:

Remove and reinstall the gas cap, clear the code, and drive for a day and see if the codes come back.

Inspect the EVAP system for cuts/holes in tubes/hoses

Inspect for damaged or disconnected hoses around the Evap purge solenoid

Check and/or replace the sensor

Check and/or replace the purge valve

Have a professional use a smoke machine to detect leaks

Does the timeing belt have to be on for the crank

Are you replacing a broken timing belt? Or are you replacing a belt because it's due by miles? If the belt is broken, i strongly suggest inspecting for bent valves. Daewoo is notorious for bending all valves and breaking valve guides in the cylinder head when the timing belt breaks. The broken belt is also common.

I,m replaceing the timeing belt

is the new belt on and the camshaft still does not turn? if so you may have a pin sheared off in the camshaft that is not keeping the camshaft gear locked in place.
