04 LINCOLN NAVIGATOR AIR RIDE COMPRESSOR HAS NO VOLTAGE
Somewhere, ahead of the compressor, are relays and a fuse or two. Your Lincoln dealer should be able to tell you where to look, if you do not wish to take it to them.
I think under the hood is the first place to look, as that circuit is requiring a lot of current.
You have a black plastic cover over a black plastic box with fuses and circuit breakers in it under the hood, and you might find the air ride system named in that box with a corresponding fuse.

Not sure about your car specifically, but some require removal of fuel tank; some have an access panel in the floor above the tank.

AIR SUSPENSION NOT RISING
Under the hood there is an air compressor to fill the air bags on the suspension. With age the compressor draws excessive amps and blows the fuse. Check the fuse and see if it has popped. If so replace it. If the fuse is good ,locate the compressor and check the electrical plug to it to see if it has become corroded. If corroded pull the fuse and scrub the contacts with a brass brush untill clean. To keep it from corroding in the future apply some dieletric grease to the contacts and plug it back in. hope that helps, Rich.
