The problem is neither of those things. The CHECK ENGINE light is on because the engine computer has sensed a dangerous problem. To protect the engine, the computer has limited the power output of the car. The computer has put the engine into what we mechanics refer to as "limp home" mode. You need to take your car to a competent mechanic to have the problem diagnosed and repaired. Once it is fixed so the CHECK ENGINE lamp stays out, your engine's power will return. Common causes of this sort of thing are a bad MAF [Mass Air Flow] sensor or a clogged catalytic converter [often caused by a bad MAF or bad oxygen senor or a vacuum leak]

Sit in your driver's seat and where your left shin would be, there is a plastic panel you will need to remove. This is your fuse box. If your replacing a fuse, I advise you do this while at the auto store/shop so the employees can assist you if any further problems arise.

Usually you remove a door panel & test the switch,
then move on to the window regulator or motor
There the most common 3 items to fail
If the both front don't work,then you have a master switch
on the drivers side
Driver side power window want go down
Seems the drive motor may be defective and need replacing, or the power switch that lifts and lowers the window may have shorted out. In some cases Rain water entering the door or spilled on the power buttons, can damage the electronics. You need a VOM (Meter) to chack for continuity.
Window wont go down
HAVE VOLTAGE CHECK AT THE ACTUATOR AT THE DOOR FRAME.....VOLTAGE AT THE CONTACT PLUG OF THE ACTUATOR AS YOU ACTIVATE THE SWITCH?IF SO : CHANGE THE DOOR WINDOW REGULATOR.
