Just bought a one owner

Well I would think that the tank's sender unit, or the gauge is bad. As the tank has to be dropped to get at the sender, your easiest bet is the gauge. Look on ebay, most likely have to get the whole cluster, for a few bucks. Look on youtube for instructions about getting the cluster out.

If you are a real geek, you could find the sender's resistance values, find a similar variable resistor at radio shack and use that to fool the gauge. See if the gauge sweeps across the whole range of its motion. If the gauge works fine then it is drop the tank time, get a new fuel pump while you are in there on a car that old. You could well find that someone else has beaten you to the new pump and reinstalled it with something wrong with the range of motion on the sensor.

My saturn keeps bogging down when I give it gas

Is the check engine light on? If it is, take the car to an autoparts store and have them use a scan tool to retrieve the fault codes stored in the car's computer. Most parts stores offer this service at no charge. It sounds like a faulty throttle position sensor to me, but getting the code(s) will help narrow it down. Sure hope this helps and good luck to you.

Have very loud whinning noise on2000 saturn sc1.9 sohc can intake gasket cause this sound or a tensioner

Tensioner, alternator, power steering pump, water pump. All of these can cause this. Using either a mechanics stethoscope or a long screw drive (place you screwdriver near not on the pulley if each decice. Then place you ear to the handle..the screwdriver will transmit any sounds to your ear. Always be careful of clothing, jewelery hair etc so I'd doesn't get caught in the belts or pulleys) locate what is making the noise and replace.
