Not if the engine is getting up to normal temp. Could be low on coolant or a problem with the heater core or a blend door under the dash.

If it turns over when you turn the ignition key and you have power. Check too see if it is getting gas. The fuel pump could not have enough pressure to start the engine. When you first turn you key on listen and see if you hear the pump runs for a couple of seconds. If no sound probably fuel pump. Do a pressure test first.
How do you bypass the alarm system so the car will start?
The security, antitheft or lock picture/icon is a visual indication that something in the car's antitheft system is failing. In most GM cars and trucks there is a hidden system that most people are unaware even exists. From the moment you put your key in the ignition, there begins a constant line of communication between your key's security chip or transponder, to the ignition's lock cylinder, and then to the car's TDM (Theft Deterrent Module). These 3 parts are in CONSTANT communication. If the key is in the ignition, then these parts are sending signals to each other. The security light illuminates when that signal gets broken, even just for a second. When the signal breaks, the car misinterprets this as an attempt at theft and goes into antitheft mode. The car thinks its being stolen or hotwired because it is not getting that signal from YOUR specific key. This is why the security light turns on and shuts down your vehicle. This link explains it pretty well.

Would a short in the power supply of fuel pump be
i would recommend that you check the fuel relay. which is located in the fuse box under the hood. if that is fine then it could be a short in the power supply near the fuel pump or anywhere else along the wire. check for splays. but most likely the fuel relay if not the fuel pump itself.
Saturn L-100 and the key will not turn in ignition
THE PINS IN THE LOCK CYLINDER ARE STICKING, BUY SOME GRAPHITE POWDER LOCK CYLINDER LUBE FROM ANY LOCK SHOP OR HARDWARE STORE, SPRAY IT INTO THE CYLINDER AND WORK THE KEY IN AND OUT OF THE CYLINDER, IF THIS DOESN'T DO IT U WILL NEED TO REPLACE THE IGNITION KEY LOCK CYLINDER.
