You make need a shim put in between the starter and block. Some starters do not line up to the fly wheel properly and need shimming. They actually jam the starter up. Does your starter sound like it is binding? Any noise at all? You may also want to check your fuses. There is one fuse for ignition. IGN. I would go that route first.
