My traction control light and hill decline warning light come on when the engine is running how do i get it to go out

You need a diagnostic scan to find a fault code to help with repair. Good local garage can help...most likely an abs / sensor fault.

When i apply the hand brake i get a lot of noise from the rear drivers side wheel

You will need to have the brakes serviced. The hand brake is the parking brake and uses a different set of shoes to stop the vehicle. It may have nothing to do with normal braking. But you need to have parking brake shoes replaced.

Location of starter relay

Why do you need to know? Unless there is an immobiliser fitted, there is no relay as such - starting is controlled by the solenoid (the small cylinder) attached directly to the starter motor.

What is worng whit my transmission

#1. Check battery voltage and battery cables. Voltage should be between 13.6 / 14.4 Volts. #2. Follow all ground connections & make sure everything is snug. 90% of the time, the M and S will flash do to a loose batt cable or a loose ground somewhere, or even a dying battery that needs replaced.

Cant get my landrover discovery out of park

Make sure your brake light are 'really' coming on when you press the brake. You can also take the plastic housing, around the shifter handle, up and using a screwdriver move the locking pin out of the shifter shaft.

Why does the alternator work great on the tester but not in the vehicle?

If your belt is not tight, or it is slick then that will cause the alternator not to spin fast enough to send out the correct voltage. I am assuming that they tested it under a load too. Ground connections are important.
