There is loud whistling noise
Hi,
Had a similar problem on my 06 accord, would recommend you check the air intake system. Loose parts tend to cause a whistle.
If your's is a diesel like mine, there is a plastic cover over the intake next to the radiator which can come loose.

2006 honda accord wont start
Have the batrtery tested by a parts store like Autozone, they do it for free and I am sure that that is the problem.

There's either a short in your radio or something is grounding out the circuit. To narrow down the problem, remove the radio and disconnect the plugs in the back of it. If the fuse blows while it's unplugged, you have a short somewhere else in the wiring. If it doesn't blow the fuse, your radio is the problem.

This is a new one for me however the fact it is a 2006 and the crosswind may actually be causing a suction area pulling fresh air from the engine compartment you may just have a very dirty air filter. I would check that the very first thing. The only other thing is if it is a wet snow maybe you have a wire that has the shielding somewhere on the right side of the engine and the wet snow could be shorting it out. possibly like a wire for the crank or cam sensor. Maybe where a plug is connected. A lot of plugs on modern electronic engines have a little rubber seal around the openings of the plugs ( not spark plugs ) ( wire connection plugs ), that are called weather boots. I ran into a similar situation when I was a maintenance manager for a big trucking company with one of our trucks that had an engine failure. The dealership had to replace the engine and after we got it back some of the drivers complained of the engine shutting down but starting up then running. The dealership searched for a problem for 3 months as it was intermittent. I noticed a pattern of wet or damp days when the engine would shut down and brought it up to the dealership. I could go on for a while with this story but I found where the mechanic that had put the engine in had accidently ( very easy to do ) dropped the weather boot from a connector that went to the engines computer mounted on the side of the engine., I put a new boot in and we never had another problem. Normally I would not have waited so long to get involved myself but it was warranty work so I had no choice. Check the air filter, possibility that any snow could be entering the air system and choking the engine till it cleared and all wiring connections and possible rub points. hope this helps.
Cranks over but will not start
When it cranks but won't start the problem is almost always spark or fuel. try using spray starting fluid into the air intake. If it catches even for a moment the spark is ok. concentrate on why there is no fuel. change fuel filter if it does not catch after several squirts of the starting fluid then there is no spark At this point I'd recommend letting a pro look at it.
