1994 Cadillac DeVille - Answered Questions & Fixed issues
Car won't start and dashboard is not working.
You can check the trouble codes (DTCs) with a code reader and go from there, but unless you have the necessary repair skills, you should leave it to a dealer or reputable repair shop.
My 94 cadillac deville 4.9L stalls and the engine
I039 is a road sensing suspension problem, I042 is battery voltage too high. I would first try to clear the codes and try to figure out why the voltage is too high - often a faulty regulator in the generator.
You also seem to have a battery drain problem - something besides the keep-alive circuit is drawing it down. First check all lights (including trunk and under hood) and the rear air compressor when the car is turned off.
Road sensing problem could because of the high voltage, but could also be one of the height sensors at each wheel is detached or broken, or the RSS module has given up the ghost.

94 Cadillac Sedan Deville... starter or blown
not many engines have a low oil sensor so it is up to the driver to keep an eye on the oil light or check the level at least every other day
if you get a socket onto the harmonic balancer nut and try to turn it , that will indicate if the motor has seized or not
clicking starter solenoids indicate loose battery terminals , dirty terminals bad ground wire connections bad battery ( load test will check that)
94 cadillac deville...car will not start or turn
As the prescribed method isn't working it would seem likely the antitheft system is broken and should be checked by a professional.
Electronics aren't bulletproof and at over 20 years old the ones fitted to your car are 20 years less robust and 20 years less sophisticated and easily damaged by such things as welding, battery charging, jump starting or even nearby lightning strikes. Such instances often do not cause obvious damage immediately but rather have a weakening effect so the final breakdown happens later, maybe years later.
Trouble shooting a missfire
Any DTC codes?
It is a very bad idea to use a lot of fuel injector cleaner - you will ruin your injectors.
Is the oil loss through the engine or on the floor? How about oil in the antifreeze?
This engine has two crank sensors - when one fails, the engine will usually run rough - you can't check them, so change them both.
Did you check the traction control system? Is it always on?
A faulty EGR valve and/or TPS sensor can also often cause your misfire and power problems.
And lastly the EVAP system is tricky on these vehicles - check the vent valves and hoses.
There really is no end of things that can cause these problems.
