I have a 1997 mercury tracer and the horn wont
Could be a few thing's , relay sticking ( contacts inside burnt ) intermittant short on the ground wire ,does the vehicle have a content theft system alarm ? could be a input problem to the GEM - generic electronic control module . Looking at a wiring diagram to see what all is involved in the control of the horn an using a DVOM - digital volt ohm meter to test the electrical circuits . Do you know how to do that ? Free wiring diagrams here

Your best bet mite be to take your vehicle to a qualified repair shop . If you do not know how to test the electrical circuits .
Clicking sound
is it just the normal operation sound of the ac pump cutting in?

Check B+ voltage to the injectors ! Injectors may not be firing . Also check the CCRM constant control relay module . This module has relay's inside for the fuel pump , cooling fans , PCM power relay.

If the blower motor has a problem, check voltage and ground circuit. In the diagram, top wire for blower motor is voltage, the bottom wire is ground. If good voltage and ground, then suspect the blower motor has a problem. You can see the fuse and circuit breaker, not only check them, use a test light and voltage on the circuits. Your blower resistor and control assembly are on the ground circuit, you can bypass those to see if problem on ground circuit? I know I didn't answer your question, but, I don't know what testing you have done?
Where is the starter relay
Under your hood you will be looking for a main fuse block. It is a small, fairly accesible block that is about 8" x 4". The box will have tabs on it that have pull or push printed into the plastic. Do as read, and pop cover off. Only problem with the wonderful world of Ford (Mercury is made by Ford) is they never index the location of the fuses and relays. Either way...the relay is under that panel. Without a diagragm you can check by having someone turn the car over to the "start" position and put your hand over the relays until you feel the one that clicks at the time of cranking. Don't let the clicking of the fuel pump relay fool you....that will click when the key is in the "on" position
Oil light on
low oil level or bad sending unit. usually not a weak oil pump but very high mileage engines can have low oil pressure. (this, however is a very gradual drop from normal wear in bearings and not the typical cause for oil warning light).
