99 legacy wagon won't fuel tank
most commonly the evap systems vent solenoid is plugged or inoperable causing pressure to build in the fuel tank as you fill up. this high pressure triggers the gas pump nozzle to shut off as it would if the tank had been filled. replace canister vent

Check your terminal connections, if they are loose they will need to be inspected for breaks. If they are broken you will need to replace the connection. Make sure they are clean and free of corrosion.
Other possible Problems
If the car wont turn over your starter could be bad.
If it turns over but wont start it could be any number of these problems.

Gas pump shuts off before tank full
well first have you tried using another pump,and if so are you sure the tank is not full i know these sound simple but fuel gauge cold be faulty ext...but if so the fuel tank pressure could be to high do you or have you had the fuel come back up the filler neck something like a fuel tank overfill valve could be faulty in this case would need to see a prof. mechanic to diagnose ,and last pour gas in with a gas can see what happens you may get some type of answer fegas coming up filler or gauge inop ect...hope this helps

Back seat belt wont lock
Check to be sure it is the right belt and latch combination. I believe you have 3 seat belts in the rear. The latch for the two side ( door) belts is not the same as the one in the middle. VERY often, one of the latches will fall down in between the seat rest and the back rest of the seat, often from dis-use. This happens on all cars. You should have 3 latches on short straps in the middle of the rear seat. Be blessed.

1999 dash lights not working
Dash board light/s are can be more than one---Q not clear & replacement is often VERY difficult---however as is posted already, if it is a FUSE (which likley would mean SEVERAL lights not working) the fuse box needs to be located---check the manual---there may be more than one fuse box---I am NOT aware of ANY car/vehicle that requires the dashboard to be REMOVED to locate the fuse-box---fuse identification is often ifdentified on the inside of the fuse box lid/cover--- don't use the WRONG sized fuse---potential damage/fire issues if TOO big a fuse fitted---modern fuses are generally COLOUR coded for simplicity.---If you don't understand, get help.

Cylinder 2 and 3 misfire
you will need to find out why, is it bad spark plug wires or a vacuum leak or injector problems, start by checking the spark plugs and wire first, replace them or swap with another cylinder to see if the misfiire move to the cylinder you swaped with and if it does then you know its a wire or plug, i would start there and if it has been a while since a tune up then i would just install new spark plugs and wire set.

Replacing the alternator
Disconnect the car's battery first. Adjust so the belt is snug but not so tight as to wear out the bearing. For anything that looks complicated such as wiring connections, use a cell phone to take a picture before taking apart.

I think you have a failed turbo charger, they last around 100,000 miles. Have a dealer confirm this is the problem as the part is very expensive ans most be replaced by a professional to turn out right.

Hello, Not really well versed in your brand. I know that some clutch assist cylinders have a detailed method to change the fluid. There are probably some specs for the pressure coming out of the system hoses which will tell if the seals are bypassed. These take gauges and time to run the tests and may cost more than the part is worth.You may have added the fluid from the top. You could draw the fluid from the bottom hoses and the vacuum would allow you to reattach the lower hose without a significant fluid loss. Or the Dealer may have power bleed equipment similar to what is used on brakes.You may just need to adjust the clutch to account for wear and the hydraulic assist would not need to travel so far to work.It would be good to ask a Dealer how they do it. You might find out more with a different Websearch using hydraulic clutch topics.I hope my info has helped and would like to know what you found out.
