I need the igniter location on my 1991 honda accord lx
Igniter and cam sensor are located inside the distributor, If the coil is at fault it may be a good idea to inspect the wiring/contacts as well as replace the housing body gasket to prevent water intrusion. Main relay is dash is a common no start problem, when it fails there is no power to the ecu.

Can a 1991 Honda Accord be converted to have OBDII system for emissions
Not sure what dynamometers have to do with this, as they are not necessary for emissions diagnostics or testing, but rather are used for performance tuning. However, sure you can change your 1991 to OBDII. Simply replace the engine, wiring and computer to a 1998 or later system.

check all the clamps first and make sure they are tight, but not overtight. Put a piece of cardboard under the engine compartment when car is off for the day. Next morning check to see if any drips on the cardboard and where they might be at in relation to the car.

1991 Honda accord can not get the power windows to work
solenoid actuator probably dead or has a dead spot. It is a 1991 so 23 years old. Some times you can get these to roll up by giving a tap on the edge of the door near the locking mech with a rubber mallet. Gently tap door while trying to roll up window. It vibrates the dead spot on the solenoid. That will help you get the window up if needed and diagnose a new actuator.

Were is the starter relay for 1991 Honda Accord
It is up , behind, uncomfortably up and behind it. Get upside down, legs over the back of your chair, flashlight in your mouth, crazy up in and behind it. You won't find it at a glance. But once you see it, you will stay upside down to get it out. Good luck, and remember, stay cool. Its easy, just uncomfortable.
