have you checked the fuses in the fuse panel. make sure you check them all sometimes manufactures use multiple fuses to control one thing.

The locking mechanism is plastic and usually brakes apart inside. It needs to be replaced. Because it is a 96 model, I would not trust used parts. Buy new from Volvo. They run in the $200 range for the part.

when you day the air goes on and off i assume you mean the compressor goes on and off. that is what moves th freon through the system. if you are getting cold air when the compressor is running then the problem is that the compressor is stopping and that would be because a pressure switch may be bad. it is possible that model has a thermal shut down too say if the compressor was low on lubricant and was overheating when it does run. but if it is a pressure switch that is failing and they do, it is an easy fix. if you follow the ac lines you will find the switch.it is small about the size of a sparkplug-attached to the ac line and will have a connector with two wires. if the car is running and ac is on but the compressor is not turning remove the connector and jump to two wires. the compressor will start running if the switch was bad and we are sure there is a good charge on the system. if you are getting cold air there should be a sufficient charge to close the switch. these switches can be removed without losing any freon. there is a valve below them that will shut off when the switch is removed. then all you have to do is get a new one and screw it into place,apply the connector and you are done. if that is the problem. hope this helps please let me know and good luck

There is several things that can be going on if your engine light is coming on. Your engine light nomally will come on for several reasons for example. Low on oil, 02 sensor is going out which is part of your emissions, usely related to your Cadillac converter, oil pump or relay not operating correctly, fuel pump or fuel relay not operating correctly, charging system, like alternator, or battery not functioning proper. I can go on and on. best thing to figure out, is you should take it into AUTO ZONE, they have a hand held computer that they will hook directly up to your car and there computer should tell you what is going wrong to narrow it down, so you don't have to just start replacing parts and guessing. And Auto Zone will check it for free.

Now, in conclusion based on your brief description of it running good, but sounds empty, could be a oil pump issue, if this is the case, I would not wait to long to have this checked. You do not want to cause any damage, the engine light is also known as a idiot light, meaning it helps you fix the problem before it worsens. You asked if it fixable? I am sure it is, and reason for this is because you say engine still runs good, but I would asap, get it in and have them check to see what is wrong based on your warning of the check engine light. The oil could be leaking from the rocket cover. The rocker cover bolts may need tightening or the rocket cover gasket needs replacing.
