Radiator fans won't come on while van is running
Start the car and turn on the AC to max. Do either of the fans run with the AC compressor engaged? Also, there is a temp sensor for the fan circuit but I don't know exactly where it is located on that vehicle.
Fuel pump stopped working fuse is good what else could it be
Are you sure the pump isn't working? Open the gas cap and place your ear close to the opening and have someone turn the key to start position and see if you can hear the pump start running. If it runs, then pull the fuel filter and check to make sure you can easily blow through it. If not, replace filter and try to start vehicle. If you find the pump is not running at all then check to see if your vehicle has a "fuel pump relay". This may be bad. This is easy to check, because many relays in your relay have the same pin configuration as the fuel pump relay. Just pull the fuel pump relay and then start pulling other relays until you find a match and plug it into the fuel pump slot. If all these won't get the pump to run then you probably need a new pump.

P0456 Chrysler Description
The Evaporative emissions system is design to prevent the escape of fuel vapors from the fuel system. Leaks in the system, ca allow vapors to escape into the atmosphere. The leak detection system tests for EVAP system leaks and blockage.
During the self-diagnostics, the Powertrain Control Module (PCM) first checks the Leak Detection Pump (LDP) for electrical and mechanical faults. If the first checks pass, the PCM then uses the LDP to seal the vent valve and pump air into the system to pressurize it. If a leak is present, the PCM will continue pumping the LDP to replace the air that leaks out. The PCM determines the size of the leak based on how fast/long it must pump the LDP as it tries to maintain pressure in the system.

I had the same problem with a 2002 T&C; mine turned out to be a computer issue. Some people on the internet seem to think it's a kill switch as part of some sort of anti-theft feature. Depending on who you ask, the problem is either in the key switch or the computer. I found a workaround. Try turning the key from from Accessory to ON, 5 times. After the 5th stop at "on", turn to "Off" and immediately try starting. If it works, you have a computer or key switch issue. If not, then it's something else.
03 town/country airbag light comes on and off
You should contact a dealer for several reasons:
1. The unit might be in a recall. They would have to replace it free.
2. Air bags are an explosive and should be replaced by someone that knows the ins and outs.
3. You want to make sure that it is done correctly. You life depends on it.
It could be a bad sensor and that would not be covered. Some of the units fail when the welds or connections in the device break. Call the dealer and have the VIN number ready.
Where is the radio fuse located on 2003 chrysler T&C
According to the Haynes repair manual: "There is no fuse and relay box inside the passenger compartment. However, there are a number of fuses, relays and circuit breakers in various locations under the dash. The heated mirror circuits and the circuit for the lower instrument panel power outlet (in the floor console) are fused with self-resetting fuses that are only serviceable by an authorized dealer." However, in the fusebox under the hood (a.k.a Integrated Power Module) there is a fuse RDO/IP IGN which is the fuse for the radio. Check this fuse. Both the radio and the Cigar Lighter are fused through the IPM.
