I have 99 honda civic that the rpm gauge is
At first I thought VSS (Vehicle Speed Sensor), which would explain the flashing gear indicator and no speedometer. But that wouldn't cause a no-start issue. Check all the ground connections in the engine compartment. And then under the dash if the problem persists.

At first I would suspect a VSS (Vehicle Speed Sensor) problem due to the flashing gear indicator and no speedometer. However, that won't keep the car from running. Check all the ground wires in the engine compartment.
Honda civic wont start
sounds to me like your starting motor has gone bad or is going bad. If you can locate the starting motor, give it a few taps with a hammer (not too heavy), which should loosen up the brushes inside. Try starting the car after that. Hopefully you can get it started. If not, you may have to replace the starting motor altogether.

No spark I believe?
the valves can be open if the cam is still in the head, if you remove the cam and any of the valves are open they are probably bent, this can happen if the timing belt is out of time the pistons hit the valves, if that's the case have the valves replaced and check the heads for damage, the replace head and new timing belt, making sure the timing is correct
How to start my 1999 honda civic without key
You can't start this model without the correct key due to the anti theft immobilizer system. Older models (pre96) could be hotwired or a screwdriver to the ignition switch, but not possible on these it newer.
Why won't it start?
Can be dirty or poorly connected battery terminals...lights etc can still work...but the starter requires good clean connections to crank (Draws more power) Also, the battery can have a bad cell causing the same symptom...have battery tested too...if not, the starter is bad. Hope this helps.
Can you help me to be able to close my trunk?
The latch mechanism may be broken, stuck in the closed position or may need adjusting. Spray the latch with WD40 and try working the catch back and forth. It may be dry but could be worn out.
