My timing belt and water
If you have never changed that distributor on your 1990 Accord, I would suspect it. Check for spark while cranking. The sensors inside the distributor would usually heat up, after 15-20 minutes of running, and would then die out, until the car is cooled off for a while. Look into that distributor.

Axle nut size
measure across the flats of the nut and that will be the size of the socket. Use an adjuster spanner and measure the opening== example if it is 30 mm across the flats then it will be a 30 mm socket

Will start but when apply fuel it chokes out and dies
Two common issues on these old Accords that no one ever mentions. First, replace the main relay (It's located in a tight spot under the driver's side of the dash behind the silver cruise control module). It's notorious for causing fuel starvation problems because over time the soldering on the connections on the relay crack when it's hot, and will make contact when it's cold. You can find videos on Youtube on where it's located and how to replace it. Just search "1990 Honda Accord main relay". Second, you don't need a scanner to diagnose an OBD1 system. There is a self diagnostic plug located on the passenger side near the kick panel below the dash. Google "1990 Honda Accord Self Diagnostic CEL Lights" to find out how to do it and get CEL codes and descriptions.

The fan stop running
I would start by checking the fuse. You will have to look up the location for that model because I am not sure. Next, I would check power at the fan connector. If you have 12 volts (or close to that) then the fan motor is most likely bad. If no voltage and the fuse is good, you need to troubleshoot the fan switch.

Can the belt that runs the smog pump be bypassed
I do not think so since I believe that there is no smog pump. On mine (LX) one belt goes to the power steering (which can be removed if you want to steer without power assist) and the other goes to the water pump and alternator. When I bought my car it was this way, and I have passed several emission tests as is.

Wont run
Just checked a 1990 Accord LX. It is right above the oil filter. It is visible from the top of the car, but it looks like you would want to remove the oil filter and access it from the bottom because the intake manifold is in the way going from the top.

Trasmission sleeps somtimes the gear works other
there are many gears.
are all gears dead, forward and reverse
even at 3000 engine RPM?
is the transmission slipping
if RPM gets stuck at say 1500 to 2000 that means the brakes are frozen in ICE.

Windows fog up
simple answer, turn on the fan to the fresh air setting and get some air in there. since that is so obvious, you might already be doing that. another possibility is if your heater core has a small leak then as you are drawing air through it the leaked coolant/water is evaporating into the incoming air and is helping your windows fog up.

Trouble starting accord
well do it.?

what i do is look at the switch and adjust it for full compession
at pedal up.
on some cars, there is a jam nut there. and it falls off
and the switch unscrews and changes daily.
only looking and touching works and using any Ohm meter to
test the switch and for consistancy.
all that is hands one.

Troubleshooting
I'd say there is a poor earth connection between the battery and body or to the engine block. Even with a new battery the circuit is not complete somewhere.
