Cooling fan direction??
Yes, Massive air flow from the first fan is causing air to be brought in from not only the front of the radiator but from the fan right next to it causing reverse air flow through the fan. This intern can cause less dirrect airflow through the radiator. Also, the recirculation of hot air (from the first fan) into the second fan, across the radiator and back to the first fan can cause the vehicle to run hotter. Wile the car is moving there is enough air pressure from the outside of the vehicle to flow directly through the radiator with little fan assistance needed. If you have the engine running and and turn on the a/c, you should hear the fan change speed or even see the second one turn on (If the fan is working), there is no delay. You might have a bad relay and good fan, as there is a separate relay that activates this same fan for the a/c.
Antitheft car radio
You have no choice but to take it to a dealer.
They will reprogram the code in the radio to match with the code in the anti-theft module.

The stop lamp fuse is in the rear junction block located under the back seat.
To remove the back seat, simply grab the front of the seat with both hands underneath and pull straight upwards, this releases the spring clips, no bolts or screws to remove.
Diagram of rear junction block:-
The stop lamp fuse is numbered 19 in the diagram above.

MY 1999 SEVILLE STS IS BLOWING COLD AIR EVEN WITH
The most common overheating problem with the Northstar engine is a blocked purge line. It's job is to purge air out of the cooling system.
There is a small diameter hose coming from near the top of the coolant tank, this is the purge line.
With the engine idling, pull the purge line from the tank,if there is no coolant flow from this small hose,it is blocked and this will cause overheating. If the hose is clear, check for blockage at the nipple on the tank.Or trace the hose back until you find the blockage. The hose goes in to the engine to a crossover and comes out the other side to near the thermostat housing, the blockage may be there.

Temperature hand randomly goes up ad down
I presume you are referring to the gauge, That being said, it sounds to me like you have a air pocket in the cooling system. Check your coolant level (after it has cooled down), and run it for a few minutes with the cap off to burp the system if it was low.
